The Lombardia Region—the most populated region in Italy with about 10 million inhabitants, located in the north of the country—published in 2019 new guidelines for WPV reporting, risk assessment, and management for regional public and private hospitals, to overcome the recognized WPV underreporting in ongoing registration systems [14].

COVID-19 Mortality Underreporting in Brazil: Analysis of Data From Government Internet Portals
Therefore, the extrapolated (period not covered in the historical series) values of the number of deaths were attributed to the underreporting of the pandemic. Table 6 shows the estimates of the percentage of underreporting of COVID-19–related deaths for each city compared to the official number of deaths up to May 21, 2020.
For the cities of this case study, an average underreporting of 40.7% is estimated for deaths related to COVID-19.
