The Paradigm Shift From Patient to Health Consumer: 20 Years of Value Assessment in Health

HTA commonly uses evaluation methods to assess whether the costs per quality-adjusted life-year (QALY) gained from a treatment, pharmaceuticals, or intervention are within the conventional range of acceptability. QALY is a standard measure of the disease burden that includes both the quality and the quantity of a human life and is used in economic and health policy evaluation to assess the value of medical interventions [44]. One QALY equals one year of perfect health.
