In Dallas and Houston, the pandemic initially peaked the week of July 10-16 and then ebbed (authors’ calculations based on data from USAFacts.org [29]). The United States is now entering the second wave of the COVID-19 pandemic [39,40]. As of November 2020, only 3 US counties have not reported a case of COVID-19, each of which has a population of less than 1000 people [41]. Many cities and states have reopened, citing the need to keep their economies functioning [42].
